Summary

The Vice President, Government Affairs reports to the CEO and leads the firm’s new market development strategy and implementation in engaging the Federal government, states, cities and counties to establish or join Renew Financial’s PACE Programs. The VP will develop strategy and oversee the implementation of marketing and outreach activities carried out by RF’s Government Affairs team to promote Renew Financial and expand the jurisdictions across the country where Renew Financial operates.

The VP will also lead in developing appropriate federal, state and local laws and policies to support PACE and help governments and stakeholders develop, strengthen, and refine the PACE legal structure. The VP is responsible for hiring and managing consultants and lobbyists to advance the firm’s interests. The VP will work with RF Product, Marketing, Sales and Capital teams to help Renew Financial develop and implement a full range of financing products and services.

As state governments create or amend legislation to allow for workable Residential and Commercial PACE programs, and as local governments join PACE programs in which RF is involved, the VP will maintain a substantial client relationship management role with state and local government officials and will work with executive management and program staff to ensure Renew Financial’s successful performance on public contracts and partnerships. The VP is responsible for engagement with regulatory bodies in concert with the General Counsel, including in-process regulations at the Consumer Financial Protection Bureau (CFPB), California Department of Financial Protection and Innovation (DFPI), and the California Contractors State Licensing Board (CSLB).

Essential Responsibilities

  • Lead national and statewide marketing and public advocacy strategy development and execution.
  • Engage stakeholders (e.g., contractors, environmental organizations, consumer advocacy organizations, etc).
  • Interface with federal, state and local government staff and elected officials through regular meetings, presentations, and calls.
  • Present at federal, state and local government meetings, as well as industry meetings and conferences and other public forums.
  • Identify and engage potential national, statewide and regional partners.
  • Oversee development of proposals for States, Counties, and Cities.
  • Develop and implementing strategy to open new markets for PACE and RF.
  • Meet regularly with Executive Team and Board of Directors to provide updates on federal and state policy changes.
  • Contribute to RF media/public relations strategy and represent RF in media when necessary.

Qualifications/Requirements

  • A working fluency in basic real estate finance and home ownership law and economics
  • A working fluency in the basic technologies and economics of energy efficiency and renewable energy

The VP should have the following experience :

  • Bachelor’s degree in a related field is Required; Graduate degree is preferred.
  • Demonstrated success in achieving PACE-related local government policy objectives
  • A combination of at least 15 years of experience in:
  • Government or public sector (required)
  • Marketing and communication (preferred)
  • Consumer Finance (preferred)
  • Experience working in a fast-paced environment
  • Experience working with a multi-stakeholder team
  • Renewable energy and energy efficiency experience a plus
  • Have a strong, well-developed network of contacts among as many well-placed members as possible of the various stakeholder groups.

Additional Job Requirements

  • Must be willing to travel on a regular basis (at least 25% of the time)
