Job Summary The Employee and Manager Support Services Team within the Employee Relations unit of the Human Resources Management Division at the Minnesota Department of Health (MDH) is excited to welcome a new Transactions Support Services professional to our team!
This is a great opportunity to join a collaborative, multi-disciplinary HR unit that includes ADA, Labor Relations, Leave Management, Payroll, Retirements, and Transactions. The individual selected for this role will provide essential HR support while also having opportunities to develop skills in additional HR disciplines that align with their interests and long-term career goals.
In this role, you will deliver timely, accurate, and high-quality human resources assistance to MDH managers, supervisors, and employees- helping advance MDH's mission to protect, maintain, and improve the health of all Minnesotans. Working under general supervision, you will perform advanced technical and administrative HR functions that are critical to HR.
Key Responsibilities: - Review, approve, and enter personnel transactions in compliance with statutes, labor agreements, salary plans, and administrative procedures.
- Serve as the agency's Designated Department Insurance Representative (DDIR), ensuring benefits-eligible employees receive accurate information, support and assistance.
- Provide excellent customer service by providing clear and accurate HR and benefits guidance in accordance with labor agreements, compensation plans, and applicable rules and laws.
- Audit employee relations transactions, provide consultation, recommend process improvements, and participate in training.
- Deliver administrative and support for a variety of HR functions.
This position is eligible for hybrid telework and will be required to work in-office at our Freeman Location 50% of the time each month. Qualifications Minimum Qualifications The applicant for this position must clearly demonstrate the following minimum qualifications on their resume and/or resume to be considered for this position. Six (6) months of direct experience in a HR Technician or higher role
OR
One (1) year of experience in one or more of the following:
- Human Resources
- Account Management
- Payroll
Minimum Qualifications to be assessed at interview: - Ability to develop training agenda and examples, conduct training, create and explain procedures, and respond to questions so that staff understand processing procedures and requirements sufficient to complete documents accurately.
- Ability to carefully review data, benefits information, and/or documentation to ensure accuracy and compliance.
- Ability to handle confidential information and work in a team environment.
- Ability to communicate effectively, to establish and maintain a credible working relationship with HRM staff, MDH management and employees, and the general public.
- Ability to analyze complex issues and/or discrepancies and problem solve until resolution.
Degree Equivalencies: A degree in Human Resources, Business Administration, Sociology or another related field may substitute for professional experience as follows:
- Doctorate may substitute for up to two (2) years of experience
- Master's may substitute for up to eighteen (18) months of experience
- Bachelor's may substitute for up to one (1) year of experience
- Associate's may substitute for up to six (6) months of experience
Preferred Qualifications - Knowledge of Minnesota law (Minnesota Statutes, chapters 43A and 179 and Minnesota Rules, chapter 3900); Bargaining Agreements/Plans, salary plans, MDH and HRM policies, statewide administrative procedures and personnel memos, EEOC guidelines and other state and federal regulations regarding personnel administration, transaction processing rules and SEMA4 procedures to accurately audit personnel transactions/documents.
- Skilled in Sema4 (PeopleSoft), Recruiting Solutions, and OBIEE functions.
- Knowledge of state personnel practices, policies, and procedures and have performed work related to auditing of personnel transactions.
- Ability to interpret administrative procedures, rules, regulations, and bargaining agreement language covering the selection process.
- Ability to demonstrate a high level of professionalism, confidentiality and sensitivity while asking questions and seeking information.
- An associate's degree or bachelor's degree in a related field of study.
